New York State Police are reviewing an incident under its Use of Force Policy after a video posted on Aug. 31 showed a trooper punching a 25-year-old minibike rider during a stop for multiple traffic violations on Erie Boulevard on Aug. 23 — the rider, Oscar R. Blair, later faced charges including obstructing governmental administration, resisting arrest, reckless driving, and disorderly conduct.
