Kathy Hochul and state lawmakers reached a budget deal that will allocate $450 million for a new emergency department and annex at Upstate University Hospital in Syracuse — a project aimed at relieving overcrowding for a 14-county region. - ➤ The state budget today set aside more than $100 million for Onondaga County Water Authority to begin its largest water expansion since the 1960s — building a 26-mile pipeline to Lake Ontario to double daily water capacity from 36 million to 72 million gallons to support Micron Technology's chip project and related growth — with Micron planning to break ground in November.
